Procurement of Cleaning ServicesThe Government is committed to protecting the right of the State's cleaners to fair employment conditions and seeks to ensure that agencies only procure cleaning services from suppliers that provide fair employment conditions for their employees. Instructions on the procedures to be adopted to comply with the Government's policy on procurement of cleaning services are provided in the Treasurer's Instruction 1126. These require agencies, when procuring cleaning services not impacted by a free trade agreement (or when extending any cleaning service agreement), to ensure it is a condition for participation that suppliers have adopted the Union's Clean Start Principles. In addition where the cleaning services are to be delivered within the Hobart CBD, agencies must ensure that they include a further condition for participation that suppliers have signed the Clean Start Collective Agreement. Information on suppliers who have adopted the Clean Start Principles and signed the Clean Start Collective Agreement can be obtained from United Voice (formerly the LHMU). Agencies should email such queries to tas@lhmu.org.au. When procuring or extending cleaning services impacted by a free trade agreement, potential suppliers must demonstrate that they have a commitment to fair pay and conditions for their employees. The Treasurer's Instruction 1126 applies to cleaning contracts regardless of the value of the contract. Refer to the Treasurer's Instruction 1126 for further information on the Government's policy.
