Tips for evaluating tenders
-
Select the evaluation criteria and methodology carefully. You
cannot change either of these once tenders have been invited
(unless an addendum is issued and potential suppliers offered the
opportunity to amend their responses).
-
Make sure that you ask suppliers to provide everything that you
might need to know to be able to fully evaluate their tenders.
-
Do not be tempted to consider a non-compliant tender. Legal action
may result if a contract is awarded to a non-compliant tender.
-
Be very careful when seeking clarification about a tender. There is
often a fine line between clarifying and modifying or adding to
existing information. The provision of new information is
equivalent to accepting an amendment to the original tender and may
invalidate the evaluation process.
-
When evaluating offers, remember that suppliers must
demonstrate that they meet the evaluation criteria -
not just assert it.
