Registering as a Building Construction Consultant

What does registration mean?Back to Top

Also known as pre-qualification, registration establishes a reliable and objective assessment of the capacity of a firm to complete the work required and optimises the predictability of project outcomes, including time, cost and quality.

Registration is separated into two categories:

  • Strategic Services which are strategic in nature, incorporating management and planning functions.
    Roles include: strategic asset management, project management, management of maintenance and heritage conservation planning; and
  • Major Project Design Services which involve design and contract administration services and requires the ability to deliver a comprehensive service, engaging sub-consultants as necessary.
    Roles include: architectural, mechanical engineering, electrical engineering and site and civil engineering.

Registration is valid for two years.

Registration is for consultants seeking to offer services to the government for all building and engineering construction projects $100 000 and over.

The Consultant Pre-Qualification Scheme provides a record of consultants classified according to their expertise and capability in specific work categories and financial ranges.

Pre-qualification does not automatically guarantee an engagement or an invitation to submit a proposal.

This register is often used to identify who is capable of performing the required work and then consultants are selected and asked to submit an offer.

When is registration not required?Back to Top

Registration is not required for:

  • minor works valued less than $100 000; or
  • specialised services that are not encompassed by one of the registration categories.

Before you complete your application form you need to read the guidelines for Registration as an Approved Consultant for Building Construction and Maintenance Services.

When completing the form it is very important that you provide enough information for an assessment to be made and that you provide a professionally completed application.  Your application will address:

Company information

Provide background information on your company.

Financial information

Prove your company's financial viability.

Insurance

Provide evidence of Professional Indemnity Insurance and Public Liability Insurance.

Quality assurance

Provide evidence of your company's quality assurance certification.

Organisation and resources

Provide information on your company's resources, location and management structure.

Employees

Include information on your company's professional team.

Experience and performance

Include details of projects from the last five years that are relevant, especially government project experience.

Value adding

The submission should identify value-adding processes that have been used in the past two years.

Referees

Provide contact details for three referees who can comment on each category for which registration is being sought.
