The Procurement Framework has been refreshed through Single Form Tendering, 16 April 2026.
Changes to the procurement framework take effect from 16 April 2026, applying to new procurement and contracting activities commencing on or after this date. The key enhancements to the framework include:
- Refreshed Request for Quotation (RFQ) templates that will make it easier for businesses to identify key information in the RFQ document.
- Introduction of a Supplier Code of Conduct, documenting the existing minimum standards of ethical, safe and professional conduct expected of all Suppliers when under contract to deliver goods, services or works to the Tasmanian Government (previously documented in lengthy conditions of contract). A Supplier Code of Conduct Fact Sheet is available here.
- Introduction of an Economic and Social Benefits Schedule of Deliverables, which may be used in certain circumstances to incorporate into the contract commitments made by a successful Supplier in its ESB Statement. Details are provided in the Buy Local Policy.
- Updated guidance for industry and agencies, including a Buy Local Policy – Guide for Agencies which emphasises the need to, where possible, simplify procurement documentation; use Plain English; and reduce the number of attachments and forms businesses must complete when bidding for government contracts. Changes to the Buy Local Policy, 1 January 2026
On 1 January 2026, an enhanced Buy Local Policy was launched to improve efficiency, clarity and transparency. Key changes include:
- integrating the stand-alone disaggregation requirement into the Pre-Procurement Local Impact Assessment to better streamline procurement processes; and
- removing the Economic and Social Benefits Test requirement from Request for Quotation processes where all tenderers are Tasmanian businesses, thereby reducing the administrative burden for Tasmanian businesses responding to these opportunities.
For all competitive procurements released on or after 1 January 2026, agencies are required to undertake procurement consistent with the updated Buy Local Policy.

Increase to free trade agreement thresholds
With effect from 1 January 2026, the free trade agreement thresholds for covered government procurements have been amended to reflect A$727 000 for goods and services and A$10 243 000 for construction services (both GST inclusive).
